Add a way to manually disable limited time specials

Tired of being caught up with the releases of a novel just to get shafted by the limited time specials and being set back. It's a simple QOL change. I quite literally see no problem for not doing it. It actually lessens the reason to re read novels that do go through limited time specials since they would have to unlock chapters they already read. Unless there's a decent reason not to do this, enlighten me.
